You seem to be making a statement more than asking a question, but I’ll bite.

I actually disagree with your premise. Sure there is lots of planning that goes into products, but there are also schedules and budgets (and customers pounding on the table for their SW you promised them)! These things generally lead to SW being released before it is actually ready. Some companies don’t even bother to thoroughly test and actually rely on their customers to find their coding errors! In those cases, it’s far better to wait until the 1.2 or 1.3 version before buying SW (operating systems are often like this).

It is also true though, that the same effort may not go into a maintenance version of code that went into the 1.0 version. People often fool themselves into believing that they don’t need to re validate the whole system because they “only changed on little thing” (only to find out that one little thing governs the behavior of a lot of other little things..).”

Because you (the software developer) need to start solving problems
and the initial problems you solve will serve as a guide for how to solve subsequent problems.

The budget info. has done much of this for you already.

Also you may even be voiding the contract if you vary too much from what’s already been budgeted.
