If you’re doing lots of video editing, you need RAM and a good CPU. A fast hard drive can also help - sata instead of ide.
2gb ram as a base, 4gb if it’ll fit into the budget.
go for a dual or quad core cpu. Most also support 64bit operating systems (vista, winxp 64bit edition) which will help the video encoding go faster.
Depending on how large your videos are, you might need a heap of hard drive space. If you’re working in dvd quality video, go for at least 250gb, more like 500gb.
I’m not sure if avid can use a graphics card to speed things up or not. If so (or if you want to play the latest 3d games too) this will cut into your budget a fair bit. You’re looking for an nvidia or ati card, not an intel “integrated” or “on board” pretend graphics card.
nvidia 8600 or higher numbers, GS, GT, GTX or Ultimate, not LE. Not sure of the ati models, but think the ones with “HD” in them are the latest/best.
External drives are slow, unless you manage to get an external sata drive, and the back of the desktop box has a sata port.
Also, $3500 is a heap to spend on a pc. You can probably get something satisfactory for $2500. $2000 if you’re not worried about the graphics card. $1500 if you buy the parts and build it yourself/get a friend to.
