A budget is just adjusting your purchases by price or quantity so that your incomings are slightly greater than your outgoings. Do it on a spreadsheet. There are some things that are unchangeable, like rent, somethings that are changeable, like food, power and somethings that have to be given up, like luxuries. Just list everything you spend money on and see if it can be changed.

Mint.com (http://www.mint.com/) is a great website that can help with budgeting.
If you want to go more low tech, Bud Hebler(http://analyzenow.com/) has a great spreadsheet on his website that you can download here
It was made using Excel but you can probably use Open Office (http://www.openoffice.org/) to use it.
