Installing OS on a driverless disk drive?

I’m building a computer and to stay on budget I have to order a cheap disk drive. According to what I’ve read, the disk drive does not come with the software for drivers. If so, how will I be able to install the OS on my new computer? Is there a way around this?

If there is no way around this, can you recommend a good DVD-RW/CD-RW disk drive that is not over $30?

Thanks.

An internal disk drive that comes with drivers otherwise installation of anything is impossible.
For it they needs to work without drivers for it they needs to work without drivers otherwise installation of anything.
