What is the minimum amount of equipment you should have in a video editing lab?

I have been asked to help set up an after school program for middle and high school kids who want to learn video editing. This is a non-profit organization so the budget will of course be tight, but it definitely needs to be set up for multiple users. What would some of you seasoned editors recommend we start out with, software, hardware, and equipment-wise?

For example power producer is pentium make sure ram is 1gb most affordable and edit stuff like background music and edit stuff like background music and all you can afford 34 types of software and edit stuff like background music.
