    FL Studio 7 XXL I think its good to start with I used to use it but to record and make beats FL Studio 8 more bang 4 your buck

    +1 for FL Studio, although you would probably want to get at least the FL Studio Producer Edition, so it’s not very cheap (not sure what pretty low on budget means).

    It’s one of the easiest programs to do beats in though. Also make sure to use good samples, like ones found here:

    Just try the demo of FL Studio and see how you like it (it’s basically the Producer Edition with saving disabled, but you can still export beats to wav or mp3 before shutting the program)
