Suggestions for effective web content filtering software? Donations?

I work for a nonprofit in Chicago working with the Latino community providing adult basic education and vocational training. We have 3 computer labs for students and 2 community technology centers that currently do not (but SHOULD) have this software. However, being a nonprofit, we have a limited budget and are are looking for discounted software or donations. Any suggestions on either a program, donations, or both? Thanks!

Most internet programs I have ever used has web filtering built in with pass word protection, I know for a fact that you can set up Explorer to be safe for a toddler to use if you just set up the web filtering in internet options tools. If not there should definitly be a free program on the internet that you could download.
