What software is good for video editing/splicing/special effects?

I’m looking for something that is user friendly like windows movie maker but has a whole lot more to offer. I’m looking to put together wedding videos, special ocassions, and business ideas. Does anyone know any good programs that can help bring things to life? I have a budget of $500.00 for programming and any extra devices I may need to add on to my computer.

    Ya, there’s a new one
    Try the Photo Story 3 from Microsoft.
    Its easy-to-use and has many features, so i guess its probably the right choice!

    Adobe has a best line of this type of s/w. for Video editing has Adobe Premier and for special effects here is Adobe AfterEffects
    both are nice in their field. and nice to see you with budget(i thought if u are asking for FREE).
