What’s a good video editor software for beginner on a budget?

Been there before asked:
We just acquired a camcorder with tape, memory card and USB connections. What software do I need to transfer videos from it to my PC and what could I edit them with? I need something not expensive and not very complicated, just enough to cut out scenes I don’t want and add simple captions.
I have XP with 512Mb, how much more will I need? and what is good for watching those videos when I’ve made them?
I’m only new to video editing, not computers.

is that RAM enough?
Ermonrice—thanks I looked up the site but it is full of reviews whinging it doesnt work right, have you tried it yourself?

you have to download the software at the cams website, but im not sure about your camcorder, you say its with tapes which means its analog not digital and theres no software for analog camcorders, but this memory card you say you can transfer the data using the memory with a sd or xd card reader

You can use windows movie maker which is already installed in windows xp sp2 platform. Or you can use Jahshaka, its an open source video editing software–meaning its free and can be downloaded here. Hope that helps.
