I need something that has special effects <-- thats my main thing

And please, i dont HAVE a budget but i'm using MY money and i would like to have some after this
It doesnt have to be free just not over 1 thousand ( i aint rich )

    Things cost money….thats all there is to it.

    BUT…there are some free programs out there. Check out these:
    Gimp -
    Paint.net -

    You don’t need editors such as Photoshop.
    Paint.NET, Gimp, and other free editors will generally allow you to do everything Photoshop dose.

    Here is a collection of free editors known to me, note that i mostly use Paint.NET, and that i generally find that to be more stable then Gimp, and Paint.NET works great in Vista, and has many useful Plugins. One being to render 3d objects! See: – Shape3D

    Paint.NET is perhaps the best free photo editing software for windows, combine it with Gimp when needed.
    Free Photoshop-like editor.
    One of the best Free Editors you can get, includes support for soft brushes, which some of the other editors lack.
    Googles Picasa
    VCW VicMan’s Photo Editor
    Editor which allows to add animated snow. rain, and/or ripples.
