    Sony Vegas Pro 8.0 if you live in Canada it’s free. Otherwise not in your price range.

    before you pay a lot try some of the free stuff at avs4you.com I think you will be pleasantly surprized

    Or if you have a Mac then you should already have iMovie09 or Final Cut Express which are better than either Sony Vegas or Premier Elements.

    Final Cut Express is $199.

    professionals use Final Cut Pro, but its for Apple only
    The next best things for PC are Sony Vegas and Pinnacle. Pinnacle might be better for budget and graphics.

    You may try AVS Video Editor, it’s a nice video editor that can help you edit, join, trim, crop, convert and cut video, my friends recommend it to me, it’s easy to use and works pretty well for me, it embeds many special effects. I had made a video with it and the video got award, that’s pretty cool. And here is the free download link
